Self-declared archival workshops/tracks now considered archival

The TACL policy has been revised so that ACL-related (tracks of) workshops self-declared to be archival are now considered to be archival by TACL.  Thus, papers at such venues (or archival tracks thereof) may not be re-submitted to TACL.
